jmThere has been an increase in the development of effective strategies for the support and implementation of the information and communications technology (ICT), particularly among blind students.  Despite the awareness that ICT should be accessed to all students, and those who are visually impaired are usually the lowest priority group. However, many organizations today have been successful in building an effective program in computer schools where visually impaired students can be empowered through technology.

Despite the laws on lowering fees for education, financial funding shortages have caused in problems meeting the needs of students with disabilities. Families with visually impaired children will have to send them to schools that have specialized resources such as teachers who are trained, braille textbooks, and other basic educational requirements. For instance, a braille textbook can cost about $40 more than a standard print book. In addition, devices for blind students to take down notes can cost up to $800.

The standard curriculum has been changed for students with visual impairments at the secondary level. Periodic updates on such modifications take longer to get implemented, making students consistently academically capable compared to sighted students. Also, accessibility issues with national examinations make the blind students less likely to graduate or join in the workforce.

However, recent efforts in providing ICT to students with visual impairments have improved in recent years. Computer schools for the blind have assistance technology software that replaces desktop and laptop computers, giving them the ICT learning experience. Additionally, some of the specialized software are bought for a reduced price or offered in a bundled price while others are free of charge. Also, there are hundred of teachers with and without vision impairments teach these students in all areas. Development in such schools for the blind are continuously being made until today.
